Sulcata Wanted

I am wanting to adopt or pay for a reasonably large Sulcata. I have the proper set-up and ability to care for one. I have submitted an application with TurtleHomes, but I thought I would ask the public. I understand that there has been a new law passed that prohibits the crossing of state lines, WHY?
