have you joined the Turtle Homes tortoise turtle adoption list at egroups?
Teresa TCC who has the Turtle Cafe web site lives in Texas and is subscribed to that list, or you can email her from her Turtle Cafe site.
She may be able to point you in the right direction, or recomend a pet store or breeder in Texas.
Yes there is a law that bans interstate movement of sulcatas, leopards and redfoots.
This is a temporary ban, put in place until the tick situation is under control.
Recent imports from Africa ( leopards torts) were found to be carrying a tick which is responsible for Heart water disease, a fatal disease that effects hoofed animals/cattle.
The tick is not found in the US but is brought in on tortoises and other reptiles imported from Africa.
So at the moment both the importation and interstate movement of these tortoises is banned.
There is pretty much zero chance that a tortoise who has never come into contact with a recent import could be harboring this tick.
The USDA is checking recent imports to get the situation under control.
It is then expected that Interstate movement will continue.
Anyway see if you can get hold of Teresa she may be able to help you find a sulcata in Texas.
