Naw, just kidding. When soaking a tortoise they will usually use the opportunity to relieve themselves. When they urinate the liquid part kind of mixes with the water and isn't seen but the urate portion will sometimes look something like toothpaste. This is normal. But, like others have suggested, you could probably use some adjustments to your diet and enclosure.
