I have caught Grey Ratsnakes with this problem. It is most likely the result of subcutaneous worms or possibly hibernating in too much moisture. I'd have to see the snake to tell you what the problem is. If it disappears with his next shed, It's mild scale rot (from wetness). If they persist, most likely worms. I'd contact a vet to see about treating him.
