This is strictly my opinion, as I have never kept wild caught taiwans, but unless the snake was imported as a hatchling and then underfed a little, that snake has not been in captivity for 2 1/2 years.
My taiwans were a litle over 6 feet at 2 1/2 years of age and were getting ready to produce their second clutch of eggs.
Take that for what it's worth, but as you said, a taiwan over 2 1/2 years should be larger.
As for the snake being worth $100, I'll just say this, if you feel it is worth the asking price for any snake to add it to your collection, then the price is fine. Anything is only worth what the buyer and seller agree it's worth, and if you are satisfied with your purchase then the snake is worth that to be in your collection.
As for myself, I would instead find a breeder and buy a hatchling. You will not only get a better animal all around, but with this species you will get to enjoy watching their amazing growth rate and take pleasure in raising it yourself.
It's up to you though, and what you will be happy with.
