NEED HELP, laws on albinos

Need help with laws on albinos
Here in Utah we are not allowed to keep albinos native to the state , Most state do allow albinos .This is were I need help .If you live in a state that allows you keep albinos reptiles native to the state you live in ,please email a copy of that law. I want a copy from every state that allows albinos so I can present them to Utah wildlife board .
Any info on founders of albinos , captive born or wild caught , if wild caught I need some info age and size .I want proof that albinos dont make it to adulthood in the wild.
and last I wondering if there any studies done albino reptiles.
