It is quite possible that this animal hatched out not as strong as it could of been, or maybe has been subject to high amounts of stress and never really had a chance to master eating.
I know I have had years when a few snakes that I have hatched never eat, no matter what I do.
I would probably recommend getting the help of someone in possession of a pinky pump, it will be a little easier on the snake than pushing a pink down its throat. Or you may want to try mouse tails, not really nutritous but it is at least something to put food in his/her system.
