Baby snakes are moisture-loss sensitive, much more so than adults.
You can try putting the snake in a plastic shoe box with damp paper towels and put 1/4 of the box over a heat pad (82 deg). The humidity in there will be high. This is great for snakes about to shed who have trouble shedding in their cages. For now, soak that snake's tail in water and mineral oil as TC said, then put the snake in the humidity box until the skin works off.
If you are keeping the snake in a glass tank with screen top, cover like 1/2 of the screen top or else put a box with some damp sphagnum moss in there for the baby snake. All baby snakes like a little moist area in the cage.
