$70 for any captive-produced healthy snake is not too much IMO. Granted, you can probably find them much cheaper than that at a local herp show or on the classifieds here. Remember shipping adds $25.00 at least. By the time you buy all the supplies necessary, the cost of any snake under $100 is not much of an issue. If you like it, get it.
Black ratsnakes are awesome animals. They do get large, and they can have attitudes but can easily become non-aggressive as they get older. Babies can be biters, but that is normal and not a big deal.
A cool thing about black rats is that if you have a tall cage with a branch in it and a basking spot up high, the snake will likely roost up there some of the time. You don't need any of that, but it makes for a nice display if you choose to go that route.
