That depends on how you look at it,
first off, does it seem healthy?
Do the other animals in this shop appear to be well taken care of and in good health?
Black rats are not exactly hard to get, and I used to sell babies for 15$ each. If this animal is already showing adult coloration, and you feel comfortable with its health, then 70$ would be a decent price. I personally feel that it is too much, I would feel 45-50 to be fair. But to find that price it would most likely be online, and you would have to pay at least 20$ in shipping, so it would come out about the same.
A 29 gallon tank would be fine for a year or two,
you will need a tank or cage with more surface area eventually.
