Not so rare, but infrequently bred, I think.
I've seen some with BLUE eyes, too.
I have a normal wc TX rat, and it likes to strike, but with time, it will calm down.
A cb snake is often easier to tame then wc, as I'm sure you know.
There are several breeders at kingsnake who do leucistic Tx rats.
