Have you tried to feed him gerbils or deer mice yet? Sometimes that does the trick. I would also suggest that you try to feed him in a much smaller tank - such as a 5.5 gallon or a critter keeper. That 20 is big enough for him to get distracted in. I had to brumate my yearling red milk to get her to start feeding again this past fall. She was eating great and then one week she totally ignored the food. This happened about 3-4 times, each week I would try to feed her and no luck. So you might want to try to brumate him.
