The hobbyist and breeders usually know which subspecies is which. Beauty or stripe-tailed ratsnakes, are so wide-spread that there are many ssps. There are even genetic morphs of different ssps. Pet stores usually get away with high prices and poor husbandry conditions, because people going there either don't know better, or don't have any other way to get the snakes.
The ssp. in my photo is the Chinese stripe-tailed ratsnake, Elaphe taeniura taeniura. This is the ssp. that I work with. There are many characteristics about it that I like, including the size, color and pattern, behaviors and requirements, and the fact that there are several colorful mutations.
I wouldn't pay $250 for the snake in the store you described which is in such poor condition. But I'm not sure who can help you. I checked the two herp businesses in the Denver area I know, and neither seems to have stripe-tails right now. You may have to order. Good luck.
