As Steve said, I'd advise strongly to take him to a vet immediately. Burns can be pretty serious and your rat snake may not be doing as good as it appears. Damon in the Python forum just went through this after his burm was burned by heat tape. He continuously updated the forum on the status, and it was a long and frustrating way. At one point he almost gave up, because the snake did not appear to get any better.
