There can be some reasons for this behaviour. Sometimes the females doesn´t find the nesting box suitable and keeps looking another place for the eggs. Especially if the box is transparent this problem can occur. Make sure the box is as dark as possible. Too much or too little moisture or heat within the box could also cause the problem.
I have also seen this problem when the famale has infertile eggs together with fertile and they just drops them one at a time without any nesting activity. If I see this problem I usually remove the female from the terrarium and place her in a large closed box filled with moist sphagnum and she will eventually place the eggs there.
The problem can also be stress, and be aware that she might get problems with laying all the eggs. Sometimes there will be one stuck in the ovarie, and that is a serious problem.
