Locallity is certainly a factor in a lot of cases. High elevation seems to produce some really black ones. Several years ago a pet store in my city ( Austin ) got a shipment of blackrats in from Wisconsin. These were all around 5' long, and 1 looked kind of like what I'd expect a black rat to look like. The rest were no darker than your average Texas rat having the same yellow on the ground color with red between the scales. Also we've watched Hotshots black rat grow up retaining a fair amount of pattern, with comments from others stating that as being typical for eastern Kentucky, which is where his came from. I saw a pair from Arkansas that were jet black. Anyway I've more recently heard of some in some areas going through their ontogenetic color change much slower. I've never seen this myself though.
