big ass texas rat

i have a 7 foot WC texas rat snake on the way and i was just wondering if a 4 foot long by 3 1/2 high enclosure would be suitable for him. I intend to build the aquiarium my self and i was wondering what the best and cheapest materials are and how i would go about making one for him
