I live in PA and the only snake that I know of which requires a permit is an INDIGO. You OLNLY need the permit to sell it across state lines, if you sell it in PA to a person living in PA no permit is required.
I also know that in PA you are alowed to take in ANY wild caught snake as a pet. Not that it is recommended. I just caught a baby black rat this past summer, but left go to live in the wild.
PA, a conservative state for the most part, is actually very lenient on herp pets.
