OK Mark, This is a quote from a book I looked at.
SKIN BLISTER DISEASE: This disease looks like little white
bumps under the scales which causes them to rise. Normally the
associated cause is a cage which is kept too wet or one that
combines old feces and a wet ground medium. Either way, poor
maintenance practices will allow for the bacteria which produce

Put the animal in a clean,dry cage on a ground medium and use a
small water dish that doesn't allow for soaking. Wipe the snake
with a warm wet cloth to remove any dirt or foreign substance.
In addition, topical application of Betadine Solution to the
skin with a cloth on a daily basis is recommended. If the disease
seems extensive, then a veterinarian needs to be consulted and
antibiotics administered.
Recovery will not be complete until the next shed.
I hope this helps you out, I personally would take the snake
back and get your money back (if they even do that) and go find
something on the Kingsnake Classifieds!
