Trans-Pecos Rat Question?

I recently heard that this year it would be a 63.00 dollar fine for catching a Trans-Pecos Rat. This is really bad news for seeing as how i was planning on heading out to West Texas some time in the near future. I was just wondering if someone could provide with more information on this subject. I don't think their endangered b/c thay are always for sale at all the Herp Shows.
