According to this excerpt "The state designations of status are defined below and have no statutory or legal implication."
Links: Kentucky Department of Fish & Wildlife, Kentucky State Nature Preserves Commission

Non-listed species of conservation concern: The Kentucky State Nature Preserves Commission periodically publishes a list of rare and extirpated biota for the state, most recently in the fall 2000 issue of the Journal of the Kentucky Academy of Science (Volume 61: 115-132). The state designations of status are defined below and have no statutory or legal implication. E = Endangered: Taxa in danger of extinction and/or extirpation throughout all or a significant part of its range; T = Threatened: Taxa likely to become endangered in the near future throughout all or a significant part of its range; S = Special Concern: Taxa which should be monitored because (i) it occurs in a limited geographic range in the state, (ii) destruction or modification of habitat may cause it to become threatened or endangered, (iii) requirements or characteristics make it especially vulnerable to specific pressures, (iv) researchers have identified factors that may jeopardize it, or (v) it is thought to be declining or rare in the state but insufficient information exists for assignment to the above status categories. Amphibians: Amphiuma tridactylum E, Cryptobranchus alleganiensis S, Eurycea guttolineata T, Hyla avivoca T, Hyla cinerea S, Hyla gratiosa S, Hyla versicolor S, Plethodon cinereus S, Plethodon wehrlei E, Rana areolata circulosa S, Rana pipiens S.
