Yes, all the snakes in that cage (probably any other cages in the same room too) have mites by now. You should have inspected him for mites when you got him home. A lot of people quarentine new snakes too.
As far as being snippy, some texas rats ( is it a leucistic texas rat?)will never change and some will be snippy all their lives.
