baby painted missing front leg

I found a wild baby eastern missing a front leg. I have some experience with injured turtles but never this small. He does swim but seems lethargic compared to other hatchlings I've raised. Can't tell if leg is completely healed, so I'm thinking antibiotics for infection. Any ideas would be appreciated. Thanks
