Each state has different laws. I know in NY, where I used to live, the pet stores can sell turtles as long as they are legal size. In NJ, where I live now, pet stores can not sell turtles of any size. You as a person can have turtles, but you have to pay $10 per turtle, each year, and they have to come look at your setup and be sure it is a proper set up.
