It is possible that your female betta did the damage. But i am concerned about the chip type gravel. You don't say if this is polished aquarium gravel you bought at the pet store or some other type. The good news is that with clean water the newt should recover and possibly even grow back his toes eventually. I would definitely remove the orange rock with the hole in it because it can cause more abrasions to your newt. Do not add any aquarium salt to the tank as amphibians have a delicate skin which could be harmed by the addition of too much salt.
