Educate me here. Are actual "shelters" and humane societies down there not currently required to be licensed at all? I've just been trying to get back up to speed on this and am a bit confused. The wording used in the bill is definitely ambiguous but what caught my attention is the fact that Ms. Keller chose to focus on the fact that "foster homes" cannot house more than 50 animals which I personally feel isn't a terrible idea at all. But that is defining the number of animals for a "foster home" and not a shelter if I'm not mistaken. I do disagree with the bill in as much as I would never make my foster network information public as we all know that that is potentially dangerous for everyone involved.....
