:The use of numbers is a clumsy attempt to define "animal hoarder." By law in Va (as of today), private citizens and breeders can have all the animals they want. Rescuers cannot.

This takes effect in July.

Animal Hoarders laws are being looked out in many states. New Mexico is trying for 15 animals. ILL has the bext definition-someone who has a large number of animals and can't provide the level of care and type of environment the animal needs to be healthy.

It was a last minute blow to everyone who worked on getting this law fixed.
