It sounds to me like there is something he's not telling you. What state does he live in? From what I understand it's only illegal to ship CERTAIN garter snakes, no matter what state they're going to.

:apparently it is unlawful to ship any "sirtalis" gartersnake from any state to any state where a "sirtalis" garter is native..almost every state has a gartersnake specie of some type, making it unlaw to ship garters..how do i know this? easy, fish and wildlife raided my friends house and explained it..they didnt seize any animals, and had no proof he ships snakes, but i can see this will be a problem for anyone out there that breeds gartersnakes as a hobby..i would suggest not posting any garter ads on kingsnake, we believe this is where fish and wildlife found his address and knew he was selling garters..life is good!
