OK, I cant take it any-moe....Thane if you really are curious about your 1st question, search this forum by subject & my screenname & you will have an opportunity to learn. :) Values of one [me] will be imbedded in those text.
Moonshine; you must photo-document the tail, get back w/ your vet & ask her; why not amputate the tail 50% of what remains, look for fresh tissue, or cut further to the progressively to the cloaca, cauterize for bleeding, admin IM & oral antibiotics.
Good Luck & think what you can give back for our effort...
let us know what the treatment/outcome is.

:I have a male indigo that was sick for a while. He had an abbess and was put on antabiotics for two weeks. Now something really odd is going on. I had him boarded at the vet practice while i was on vacation and i found that he had some dry dead tissue on the tip of his tail the whole end of his tail was pretty much dead (1 Inch) that part eventually fell off and seamed like it was going to be allright. I have now found that approximatelly two inches of his tail is mushy and smells really bad (dead tissue). Any one that has experienced the same and knows what to do. I would assume that I should bring him back to the vet again to figure out what to do with him. I just don't want him to die. He is 5 years old and has lost weight since he was sick. He was sick two months ago and is recovering slowly other than the problem i has mentioned.
