Another permit question...

Yesterday I received the application for the federal permit for keeping indigos. I'm hoping to get a 1.2 group this summer. My questions are:
1) Can I apply for the permit now, or do I have to wait until I know who has what snakes available so I can give seller info.
2) If I have to wait, how long does it usually take the feds to
process the application?
3) What if I buy from 2 different people...do I have to fill out two different permit applications? If so, what if I don't know which person I might get a 1.1 from, and which a 0.1? Or can I just state 1.1 on each form and get fewer snakes than I specified for that seller? I guess this question wouldn't matter if I need to wait until eggs hatch before applying.
4)Do the feds ever reject applications, and if so, why might they do so?
