If you guys retain ownership of your respective snakes, but switch snakes temporarily for breeding purposes, it would probably qualify as a breeding loan and wouldn't require a permit.
If you want it to be a permanent trade, it probably would be considered "barter" and you'd need a permit. It sounds like the trade you propose would be permanent. I'd get the permit.

: I have a friend from out of state who has a 4 year old female; I have a 5 year old male. I also have a yearling female; he has a yearling male. We are considering swapping so that he has a pair of equal age and I have a young pair of equal age.
: The question I have is, is a permit required to do this? It is not a sale, is it classified as interstate commerce if there is no money involved?
: Since I purchased my older male at a retail reptile outlet, what do I put down for 'breeder'?
