I also live in FL and share your frustration when it comes to indigos. While no snake matches the beauty of the eastern indigo, there are a few that come close (just my opinion). A adult black milksnake (L.t. gaigeae) is a very large, heavy bodied jet black colubrid (as an adult) with an extremely gentle disposition similar to an indigo's. Black pines are also beautiful but are usually not the "high gloss" black.
Just a couple suggestions in case you aren't able to get your permit.
