Before you begin the process of getting the USDI permit, find out if it's legal to keep eastern Indigos as captives in SC. Since they are endangered AND indigenous to your state, there may be laws against even owning them, like in Florida.
If you absolutely positively want drymarchon, the word is texans have just as much personality and black tails have about the same size and temperment. You can get black tails and texans without permits and have them shipped right away.
Besides, this late most baby easterns have been sold and you'd have to buy adults. It's more fun watching them grow, and learning how to work with them when they are small helps too.
