No Indigos are native with in several hundred miles of you. The closest known populations would be scattered in NW Florida.
Check to see if it has keeled scales. If it's very rough had keeled scales...yes I think you have a water snake.
ps Eastern Indigos have black bellies...with the exception of some red or white under the chin and/or throat.
