I don't believe I've ever heard of the government, or any organization subsidizing a private breeding venture. If you are affiliated with a zoo or university, and could demonstrate that you'd be doing some viable, beneficial research, then you might have a decent chance. However, as a private keeper/breeder without any legitimate affiliation, your chances would be nil.
Also, while eastern indigos are no longer native to your state, they still receive full legal protection under MS state law. As per Title 49 of the Mississippi Annotated Code, an endangered species permit is required from the Mississippi Dept. of Wildlife, Fisheries, and Parks in addition to the permit from USFWS.
By no means am I trying to discourage you from breeding indigos, I'm only pointing out that the odds your breeding venture getting subsidized are slim and none. My advice to you would be to start with only a pair of neonates. Far from selling out instantly, I see them at almost every show I go to, even late in the day. However, the best type of financial aid that a private breeder looking to finance a personal breeding endeavour can hope for is a personal loan from a local bank or credit union.
