Did you say you have a ceramic bulb in a elbow desk lamp? Be careful...if you use a ceramic bulb you need a ceramic fixture. Otherwise you have quite a fire hazard.

And did you say the entire cage is screen? One thing you can do is put towels or a cut piece of glass over the top to keep in heat & humidity. But I wouldn't worry too much...an undertank heater should be OK, just place your thermometer on the ground and keep an eye on it.

As for substrates....repticarpet is really safe, and paper towels are OK but not too decorative. I'm using a mixture of sand, wood chips, and sphagnum moss in my cage.

also, is this a 40 long or 40 breeder tank? If it's a 40 breeder, you could get a bearded dragon which is a great pet, one which I bet you will like.
