Forced Perspective. It's closer to the camera than the person behind it. Everything lines up so perfectly, it looks larger than it is.
Living in Georgia, I have personally witnessed some wild caught 11 foot gators in my life time. If the one in the photo is even close to that, the photographic phenomena called "forced perspective" could easily make that gator look 18 feet long. In my opinion, that is the case. It's sort of the same thing as if you held your hand straight out, palm forward, toward a camera completely blocking out your arm. It would look like you had a giant hand.
