?MAKING A HERP ROOM?

As my snake collection grows, I plan to move them into my basement for more room to work with them. I currently have a chest freezer for mice and plan to have a plumber install a utility tub. My main concern is controlling the cool/dry temperatures of my basement. I plan on insulating and finishing the basement walls/floors, but fear that will not be enough. I am also concerned about lighting, as I will need to use lighting on a timer, where now they are in a room with plenty of windows for a more natural light cycle. Does anyone else have cold basement challenges? If so, what are some tips/advice before I spend any money to make a small 'herp room'.
