Too good to be true?

I saw an animal that is for sale that is on Appendix 1 list. Seller says that they are captive born and all they need to give me is a "reciept" that states that the animals are on a "permanent breeding loan". This paperwork is all I would need according to him and I would not need anything else. My state has no restrictions and he says he has all the necessary paperwork to show that the adults were legal. No state to state papers are needed as well? Like I said, is it too good to be true?
