What they should have done is fight like hell before the fact. They didn't.
What they should do now is to let the commissioners and their legislators know that they are displeased with the regulations and offer an alternative along with point by point discussion of the portions of the regs which are either acceptable or non acceptable to them.
I can guarantee that more regulations will follow if the current regulations are complacently accepted. You will also find an increased amount of harrassment by TPWD toward the collectors.
