Need HELP @ INFO about obtaining animals on CITES list

Hi everyone,
I wanted to know where I can get info about getting animals on the CITES list. The reason I ask is because I've been trying to obtain some turtles species that are on the CITES list to breed and keep. But it turns out its illegal to ship them out of the state lines, unless some one here in Tx has some but I doubt it, only zoo's have them. I was also told that the only lellgal way I can get them is if they give to me and if there for nonporfit use. Well I would like to have them and breed them, is there a way I can get them from zoo's or work a deal where I give all offsprings to instituations and zoos? Can anyone give me some feed back on what I should do? Thanks Raul
