yes..as long as the tail is in good shape otherwise (not infected or anything) it would be just fine:). I have one that lost a piece of her tail shortly after I bought her. She is just fine :) And yes..they do store fat in their tails. Actually, the size at the base of the tail shows the fat content and health as far as weight wise.

I'd feel guilty too and would want to buy it! :)
