Needed: Law makes illegal export adult turtles

Reading the articles about exporting our domestic turtles, why not make it law that only cb hatched hatchlings can be exported. Chinese less likely to eat the CB's and the cost of breeding and hatching them will insure that they are most likely kept as pets.
