Panther Chameleon

My 5 week old Panther Chameleon keeps closing one eye and looking around with the other. Then swapping and closing the other eye. At first we thought it was de hydration but we have been SOAKING his home day and night with water and vitamin spray. We haven't put any vitamin powder anywhere near him, just shaken powder in with his insects in their box.

Can anyone think what might be wrong? He has been de-parasited. There are no other parasites that we can see in the cage - new cage - plastic leaves and foliage..... Any recommendations?
