From what you describe this is likely to be a cyst of some sort. The frog looks otherwise pretty healthy and a cyst is not usually life-threatening. Also it is very normal for a new frog to be somewhat inactive. He doesn't know where he is and is a little nervous so naturally he will be laying low. For that reason I would not treat this bump yet. Once the frog is acclimated (2-4 months from now) you might have a vet look at it. In the meantime the stress he will suffer from being handled, examined and treated is probably more harmful than the bump.
There is no look of inflamation and the nature of a cyst is that the body has encapsulated (encysted) whatever the problem is. I see no sign of the Red Leg you guessed at. What leads you to suspect that?
