First of all, there are no green tree boas. There are green tree pythons, and emerald tree boas. If you don't know the difference, or your seller is advertising it as a green tree boa, then don't get it.

Second, if you decide to disregard the above advice, then probably yes. ETBs commonly go for over $1,000, and GTPs easily go for $500. Anything that's sold that cheap, regardless of which species, is probably heavily paratized, won't eat, regurges/prolapses frequently, and is, basically, about to die.
