I've always found a night time drop to initiate breeding acitivity, but I'm not sure if it's an "absolute". I've had some breed in mid-summer before, but haven't tried that in many years.
My room is lit only by windows, so their day lenghts shorten naturally. Once days get shorter in the fall I start puting pairs together, but rarely do they start mating at that time. In winter when I start letting the room drop to about 70-72 at night, I'll start puting pairs together again and they usually don't waste more than 1/2 a day before they're mating.
