If your dad was taking care of the animal, ask him EXACTLY what he's been feeding the animal. Even the best intentioned care giver sometimes srays from what should be fed not knowing what is good or bad if they are not into it if you now what I mean.
The tortoise could just be overweight. If it is passing white stuff that is a good and bad sign if it is urates. That tells you that the kidneys are functioning and that is good but it also tells you that it might be a little dehydrated or is getting food high in oxylates (spinach, chard...).
An example of the above point...
The first year me and the wife were married I had to go away for about a year. I asked her to take care of my critters while I was gone. One of those critters was a Green Sunfish which I caught in a local stream. It was about 1/2 inch in length and it was in a 30 gal tank by itself.
When I came back on Christmas vacation the water in the tank was a pea green color and you couldnt't see through the tank or the fish. When I asked the wife what she was feeding the fish she responded... whatever. That included peanutbutter, Balongna, bananas...whatever. (i couldn't believe it either) The fish in the timespan of 6 months had grown, on that diet, to 5 inches. Finally, when I changed the water and the diet... it died. Go figure.
Bottom line... not everyone is into our critters as we are and you might whan to ask some questions.
