Believe it or not I was at a local pet shop and a nice well kept lady came in and asked for almost the same thing you are looking for for her child. She saw a baby african spur thigh for $80 cute as a button. He said that would be the perfect pet for her child. The tortoise he said doesn't get larger than the place you keep him, kinda like a golfish.
FYI sulcat's are the third largest tortoise possibly up to 36"+ and several hundred pounds, not typical but possible.
I obviously stepped in and suggested an inexpensive small box turtle or something equivalent to start, and research like your doing, before any purchase.
I spoke with the manager later. And people wonder why turtle and tortoise rescues are set up. It's scary how uninformed some of these pet shops are.
I'm sure Anaconda's are cute when their babies, then they get big and eat people. Anything for a buck.
