I live in St. Louis, but I have a yard and can keep most of my torts outdoors from about April to September.
If you could devote about 8 square feet of space (minimum) to a tortoise enclosure, and could invest lighting (heat lamps, UV lighting) then you might be able to house a single russian tortoise. But I think they do better outdoors.
But I once had a CB bell's hingeback. I eventually sold it to someone who needed it for a breeding project, but for the time I had it it was a great indoor tortoise. Didn't require lots of humidity, ate fruits and pellets (also bugs and some greens), and was fairly outgoing.
I've never had luck keeping turtles or tortoises indoors that required lots of humidity. But the bell's worked just fine.
And they only get about 6-8", so would require about 6-8 sq ft of space (more is better).
Other options include pancake or egyptian tortoises, but they are fairly expensive.
